Domain Industry Helps Measure Digital Economy

On April 17-18, Moscow hosted Data Fusion and First Russian Data Forum — the international conference on data analysis and AI technologies. The joint event became one of the main technological events of this spring and brought together leading experts, practitioners, government and business representatives.

Andrey Vorobyev, Director of the Coordination Center for TLD .RU/.РФ, addressed the session “How to Measure the Digital Economy?”. He said that domain space growth indicators have been one of the criteria for the development of the Internet and the digital economy for many years. “It is enough to carefully look at the indicators of the domain industry to understand the current trends. For example, if you look at the purposes of using domain names, the overall growth of the Internet commerce market immediately becomes clear,” the speaker said.

Andrey Vorobyev spoke about domain market research conducted by different countries and associations, and presented an analytical report “Development of Digital Economy Measurements. International Trends and Recommendations”, was prepared by the Coordination Center in cooperation with the ANO “Digital Economy”.

The primary reason for conducting research is to determine the next step. For example, the availability of data on the regional distribution of domain name administrators allowed us to estimate with very high accuracy the number of domain name administrators that would be affected by sanctions. Thanks to this, the massive transition of these administrators to Russian registrars and Russian domain zones was not a surprise for us and the registrars, and everything went smoothly and as usual,” Andrey Vorobyev said.

Director of Analytics at ANO Digital Economy Karen Kazaryan explained what the Digital Economy is and how it differs from the Data Economy. He analyzed the development of measurement of indicators of the national program “Digital Economy”. He also provided comments on ratings of the digital economy and approaches to measuring the economic impact of digitalization. Karen Kazaryan in his report presented recommendations for modernizing the measurement system for the further implementation of the national project “Data Economy” - firstly, to take into account the goals and recipients of the results of assessing the digital economy and the economy as banking and financial sectors, e-commerce, state and society, secondly, to coordinate the methodology, frequency and approaches to measurement with friendly countries along the lines of the G20 index, aligned by national currencies.
